The findings actually surprise me--this seems like a form of welfare, where the government gives people money and assumes they will spend it a certain way. I would think this gives them the incentive to stay on the program to continue getting funding. How do you know the money won't be spent on something unproductive, like alcohol, drugs, or non essential items?


"How do you know the money won't be spent on something unproductive?" - the video states that the study found lower spending on tobacco. The "how do you know" in this case was "they looked." That's not to say such a result would hold up everywhere, but in this case evidence should trump intuition.
