Ground water in Yemen
If there is one country in the world which has a very badly unsustainable water situation, and set of water policies, it is Yemen. On top of all their other problems.

It seems like a difficult political (but perhaps more straightforward moral) decision for Western governments who might choose to withhold aid to pressure the Yemeni government on terrorism.
Why? Yemen is one of the most corrupt/ungoverned countries (aka "failed state"), but you say that. The statistic on qat users (70-80%) may only count men (http://en.wikipedia.org/wiki/Khat#Yemen)



Aid on terror is a higher priority for the "West" than the poor getting screwed on access to water /realpolitik
