But aren't we assuming linearity of the effects here? I would think that there would be significant diminishing returns to some of the prevention methods mentioned in the video. For example, doing an initial mass media campaign in an African country is very likely to be extremely cost effective, however, doing more and more campaigning is likely to cost just as much as it costed the first time around while bringing significantly less benefits (additional awareness about HIV/AIDS) as people would already know about HIV/AIDS.


I agree with you. It seems clear to me that all these prevention strategies must have diminishing returns (like almost anything else!) and that after a certain point the strategy that initially was the most cost-effective becomes more expensive than the second most cost-effective. That is the moment (if one has sufficient funds) to work with the second most cost-effective strategy, and so on. However, I imagine that to estimate such returns for any given investment in prevention strategies has to be as difficult as estimating a demand curve for a given product. We'll have to use plenty of guess work.
